- To effectively manage the Contract and Third-Party services via the Engineering Contractor, in a timely manner and on request.
- Supply of Contractor Personnel to staff the in-house FEED Office,
- Providing Contractor’s Management Services and Management Reporting,
- Providing home office support, and work share scope delivery,
- Providing Third Party Service Providers Purchase Orders to PDO approved Contractors,
- Knowledge transfer & training, in a way that fulfils PDO’s policy of sustained mutually beneficial relationships with stakeholders and the environment.
Responsibilities:The Contract Manager will be responsible:To lead an integrated team of customer and Contractor personnel for the supply of services for the customer in accordance with agreed business requirements. Principal responsibilities/accountabilities in the FEED Office include:HSE Leadership:
- Ensure that HSE requirements are aligned with customer policy and procedures, documented and understood by all Contract participants
- Comply with HSE procedures
- Demonstrate leadership in HSE for the life of the Contract through continuous improvement processes and innovation Customer Relationship: • Identify, document and communicate the customer requirements
- Effective management of multiple stakeholders
Maintain and build healthy customer relationships throughout the Contract life
- Proactively resolve performance, scope, cost and schedule issues with the customer as they arise
- Guide and support the team in their management of customer relationships
Commercial Management:
- Effective management of Contractor/Customer contract, including, as a minimum, delivery of the budget gross margin
- Growth of the scope of service offerings
- Pull through of additional service products
- Continuity of the Contract on an ongoing basis through the provision of value-add services that are in alignment with the customer’s changing business requirements, whilst increasing the overall value of the contract for both the customer and Contractor
- Propose, agree and deliver annual incentivised KPIs in the following key performance areas;HSE – Adherence to LSR, Zero LTIs etc
▪ Quality – Continuous Improvement, Audit schedule completion, closeout of NCRs, Rework/complaints▪ In Country Value – Omanization, Third Party Services by local contractors, Manpower through Small to Medium Enterprises▪ Recruitment – Staff attrition and mobilisationScope Management:
- Compliance with requirements of the contract “FEED Office Engineering and Support Services”
- Effective change control process application
- Manage and monitor project portfolio performance on an ongoing basis to identify issues and opportunities early and take pre-emptive action
- Effectively manage project portfolio interfaces Time Management
- Ensure management of the planning of all scope elements of the projects
- Develop resource and financial requirements from the project portfolio plan
- Ensure management of the engineering design and procurement activities to meet the project portfolio schedules
- Ensure Project Manager ownership of the project portfolio schedule
- Routine monitoring of the key reports and development of corrective action plans
- Timely and effective documentation turnover and project close out management Cost Control
- Ensure the planning and preparation of accurate project estimates
- Ensure the establishment of cost reports for control of projects
Ensure monitoring and control of all cost aspects of the projects to forecast costs, obtain approvals, identify trends and take action to avoid cost overruns and take advantage of opportunitiesQuality Management:
- Define the project portfolio quality requirements
- Ensure the right systems are in place and that these are applied in the Contract
- Ensure the development of project schedules which allow work to be executed in a logical sequence
- Compliance with Contractor in-house policies and procedures
- Implement a continuous improvement and lessons learned system
- Implement, practice and Monitor Quality Management System (QMS) in FEED office projects in line with ISO 9001-2015/ API-Q2 second edition requirements
Team Management:
- Ensure resourcing requirements are met through recruitment processes
- Provide clear and focused leadership for the Contract team to create a vision for service success and strategies to fit that vision
- Define roles and responsibilities
- Focus the team on achievement of milestones and other key Contract objectives
- To achieve the Contract objectives and providing competent resources in timely manner as per requests.
- Ensure that the necessary Work Orders/ Purchase Orders are raised in time to allow the Third Party to commence the work.
- Effective management of the Contract interfaces
- Manage potential Contract risks and uncertainties and take proactive mitigating measures to reduce their impact.
- Utilization and Resource Management of contractor Engineering and Design support staff in the Contractors home office.
- Ensure that contract staff working for FEED Office are familiar with QMS/ISO/APIQ2 awareness and have necessary training

- Recognized bachelor’s degree in engineering, with working experience in Oil and Gas Facilities, Project management, and business systems / tools.
- Approximately 18 to 25 years engineering experience, including a minimum of 10 years in upstream Oil and Gas
- Experience in a customer service environment
- Excellent inter-personal and leadership skills with good communications skills (i.e. report writing and presentation) are essential.
- Team player, acting as a champion to break new grounds and self-motivated.
- Ability to manage the relationship with key stakeholders.
- Thorough understanding of the risks and the technical/commercial issues associated with the development of oil and gas projects.
- Proven ability in leading multidiscipline activities in an Engineering Design Office environment
