Job description: Our client the Competition and Consumer Protection Commission (CCPC) is seeking a Consumer Protection Manager – Digital Markets & PlatformsDivision OverviewThe Consumer Protection Division (CPD) is primarily responsible for exercising the CCPC’s functions in the areas of consumer protection and ensuring that traders comply with the relevant pieces of consumer protection legislation.The CPD consists of four separate operational units: the newly created Digital Markets & Platforms Unit (DMP), the EU Consumer Protection Co-operation Unit (CPC) and two Strategic Engagement and Consumer Insights Units (SECI).DMP is responsible for the CCPC’s new responsibilities in relation to online marketplaces under Regulation (EU) 2022/2065 (the Digital Services Regulation) and the Digital Services Act 2024 (DSA). It is also responsible for the CCPC’s Platform to Business (P2B) functions under S.I. No. 256 of 2020, which transpose Regulation (EU) 2019/1150 (P2B Regulations).CPC fulfils the CCPC’s role under the Consumer Protection Cooperation framework (Regulation (EU) 2017/2394) facilitating EU Member States’ consumer enforcement authorities to work together on consumer protection issues.It also has responsibility for the CCPC’s functions in relation to Alternative Dispute Resolution (ADR) processes (S.I. No. 368 of 2015).SECI leads in shaping the CCPC’s consumer protection and enforcement strategy, supporting a risk-based approach to compliance and enforcement alongside the need for prioritisation. It is responsible for the management of the CCPC’s consumer protection and enforcement case pipeline and manages information co-ordination both internally and with external stakeholders developing and inputting into responses to government departments and media, PQs etc.Each unit has its own specific area of expertise, competence and responsibility but also contributes to the work of CPD through a collaborative approach. The units engage with traders across all sectors up to and including global corporations in relation to issues of compliance with consumer protection legislation. The units also have a strong level of engagement, coordination and cooperation with other agencies and authorities operating at a national, EU and international level.Examples of the work of the Division include:

The Role:The CCPC is seeking to recruit a Consumer Protection Manager for DMP, at Higher Executive Officer Grade (HEO). The successful candidate will join our expanding CPD at an exciting time for the CCPC with new responsibilities under the DSA.The DSA transposes the Digital Services Regulation, which regulates online intermediaries and platforms such as marketplaces, social networks, content sharing platforms, app stores and online travel and accommodation platforms. Its main goal is to prevent illegal and harmful activities online. The DSA designates the CCPC as a Competent Authority under the Digital Services Regulation for the purposes of providers of online platforms/marketplaces that allow consumers to conclude distance contracts with traders.Digital products and services are embedded in how we live our lives and are at the heart of innovation. Despite the many benefits these markets offer, they can be open to misuse and misleading practices. The Digital Services and P2B Regulations ensure user safety, protect fundamental rights, and create a fair and transparent online platform environment. Consumers are protected through reduced exposure to illegal goods and services. Providers of digital services have a single set of rules across the EU, whilst business users of digital services have access to EU-wide markets through platforms and a level playing field against providers of illegal content.The Successful Candidate:We would like to hear from people with a diverse range of backgrounds and skills – you may have experience working in digital markets or using data and technology or you may have research, policy, regulatory, project management, legal or economic skills.   • Support the development of the DMP which will manage the CCPC’s Competent Authority

responsibilities for the supervision and enforcement of the DSA with respect to providers of onlinemarketplaces and for monitoring compliance with the P2B Regulations.

  • Develop an expert knowledge of the DSA and P2B Regulations and an understanding of the relationships between traders and platforms.
  • Support the development and implementation of policies and procedures for

o Processing complaints transmitted by Coimisiún na Meán (CnaM), Ireland’s Digital Services Coordinatoro Early resolution measureso Conducting investigations, use of investigatory powers and conduct of proceedings, administrative and financial sanctions.

  • Assess compliance with the Digital Services Regulation requirements by conducting screenings on complaints transmitted by CnaM.
  • Manage all aspects of Digital Services Regulation complaints from initial receipt to outcome ensuring effective outcomes.
  • Conduct sweeps and inspections to check compliance with Articles 30, 31 and 32 of the Digital Services Regulation and compliance with the P2B Regulations.
  • Analyse information provided by complainants and intermediary service providers including drafting responses, requests for information, reports and recommendations on next steps.
  • Conduct and manage compliance activities through trader engagement and voluntary resolution.
  • Support in developing Terms of Reference and conducting investigatory activities, including conduct of proceedings, administrative and financial sanctions.
  • Support stakeholder engagement and awareness campaigns related to the DSA and P2B Regulations.
  • Respond to queries from external stakeholders and other government departments.
  • Support the development and roll out training programme for teams working on digital markets and platform cases and projects.
  • Monitor developments at a European level that may impact the role and responsibilities of the unit.
  • Build, manage and maintain relationships with the CnaM and with the digital services coordinators/competent authorities in other member states.
  • Monitor implementation across the EU of the Digital Services and P2B Regulations.
  • Develop and support inputs into external materials including consultation documents, strategy documents and writing reports on digital markets and platform issues.
  • Report to the Senior Management Team (SMT) on progress, achievements, issues and results, including contributing to the overall divisional corporate reporting.
  • Carry out any other additional tasks that may be assigned by the Head of Unit or Deputy Director to support the work of the division.
  • Contribute to the achievement of the strategic goals of the organisation by participating in cross-divisional projects, developing knowledge and familiarity with the broad remit of the CCPC’s mandate.
  • Represent the CCPC at national and international Fora. This position may require travel both nationally and internationally.
  • Act as an Authorised Officer of the CCPC supporting CCPC enforcement activities across the organisation.
  • May be responsible for the management of consumer protection executives.

Essential:

  • Third level degree and/or professional qualification in law, economics, business, regulation, compliance, or similar related discipline and at least 2 years comparable professional experience in the undertaking of complaint handling in a compliance/ regulatory environment.
  • Demonstratable people management or team leadership experience.
  • Strong written and verbal communication skills including the ability to understand and deliver clear,

focussed reports, with the ability to propose actionable recommendations.

  • Excellent drafting skills and attention to detail.
  • Demonstrable communication and influencing skills including the ability to build and manage effective working internal and external stakeholder relationships.
  • Practical experience of the implementation of regulatory legislative instruments.
  • Strong analytical and decision-making skills.
  • Strong ICT skills, particularly in the application of MS Office.
  • Relevant experience and/or knowledge of EU consumer protection and/or product safety law.

Desirable:

  • A post graduate qualification preferably in an area related to the role.
  • Project management skills with demonstrated ability to lead and deliver on parallel projects.
  • Working knowledge and understanding of case management systems.
  • Relevant experience and or knowledge of digital issues in consumer protection, product safety, competition, markets, and regulation.
  • Experience or exposure to e-investigation tools/techniques, OSINT, investigative databases, and analytical software tools.
  • Experience of working across agencies and/or in an international environment/network.
