Job description: Purpose of consultancyThe Consultancy aims to enhance practicality, relevance, and quality of the PRSEAH initiatives by coordinating risk assessments and measures of Country Action Plans (CAPs) for 2025 and provide comprehensive technical support in improving communication and awareness of PRSEAH policies; support focal points in designing and delivering training sessions; and strengthen engagement with country PRSEAH networks. Additionally, the consultancy will involve developing a framework for the effective implementation of the extended roles of PRS focal points to ensure robust training, capacity building and stakeholder coordination efforts.BackgroundThe primary objectives of the consultancy are to coordinate comprehensive risk assessments of CAPs for 2025, provide technical support to regional and country focal points, enhance communication and awareness of PSEA policies, strengthen engagement with in-country PSEA networks, and develop a framework for the extended roles of PRS focal points (FPs). These objectives are designed to ensure that PSEA initiatives are effectively implemented, communicated and sustained.DeliverablesMethod(s) to carry out the activity
Output 1: Coordinate Risk Assessments (RAs) of Country Action Plans (CAPs) for 2025
Deliverable 1.1: Provide technical support in implementing activities and document best practices to enhance the quality of CAPs and RAs to be presented during the proposed virtual training of all focal points.
Deliverable 1.2: Provide technical advice and support to the PRS Unit on specific needs and victim-centered approaches.Output 2: Enhance PRS Communication and Awareness (June to August 2025)
Deliverable 2.1: Provide support on the creation of a PRS video as an induction tool for regional and country offices.
Deliverable 2.2: Develop advocacy materials, such as policy briefs, FAQs, visual guides, and informational briefs like testimonials for information and dissemination.
Deliverable 2.3: Incorporate consistent branding elements to reinforce PRS identity.
Deliverable 2.4: Collaborate with an internal graphic designer to update the PRSEAH SharePoint with relevant resources and communication tools, including stocktaking to identify gaps and opportunities for improvement.
Deliverable 2.5: Launch internal awareness initiatives, including strategic nudges and tailored messaging.Output 3: Provide Support to Focal Points in Country Offices to Design/Deliver PRS Sessions
Deliverable 3.1: Support focal points in designing and delivering PRS sessions with country office staff based on country workplan activities.
Deliverable 3.2: Develop culturally relevant training presentations/templates and adaptable modules that countries can access for capacity-building, induction, and training efforts to enable more effective sessions.
Deliverable 3.3: Support country offices in planning, designing, and delivering inter-agency workshops for government partners, in collaboration with UN entities.Output 4: Strengthen Engagement with Country PSEA Networks and Promote Awareness of WHO’s PRS Policies, Strategies, and Frameworks
Deliverable 4.1: Support focal points in engaging with in-country PSEA networks and facilitate WPRO’s participation in regional PSEA dialogues/activities.
Deliverable 4.2: Promote coordination and collaboration among stakeholders, including humanitarian agencies, government bodies, and local organizations.
Deliverable 4.3: Conduct webinars or workshops to update on PRS policies and strategies and support monthly PRS meetings with regional and country office focal points, ensuring proper coordination and communication.
Deliverable 4.4: Conduct virtual training sessions tailored to varying levels of expertise/needs of focal points.
Deliverable 4.5: Ensure documentation of meeting minutes for tracking action items and recommendations.
Deliverable 4.6: Create and implement tools for feedback collection to improve the quality and effectiveness of future meetings, webinars, and trainings.Output 5: Formulate a Draft Framework for Extended Roles of PRS Focal Points
Deliverable 5.1: Draft a framework or guidance for expanded PRS roles to effectively support training and capacity-building efforts for SEA prevention and response. The framework includes stakeholder coordination, policy development, and advocacy efforts.Qualifications, experience, skills and languagesEducational Qualifications:Essential: Advanced university degree in education or relevant field such as development and humanitarian action, gender studies, human rightsExperience:Essential: Minimum of 7 years’ experience in gender equality, disability, and social inclusion
Desirable: Strong track record in managing development and humanitarian projectsSkills/Knowledge:Essential: Technical knowledge on prevention of and response to sexual misconduct
