Job description: Expected tangible and measurable output(s): A. Develop PF case studies for the goAML team Provide the goAML team with expert insight on PF. Research and develop relevant case studies on PF for the purposes of improving the goAML software. B. Develop scripts and storyboards for goAML e-learning Research and develop scripts and storyboards of goAML e-learning on proliferation financing. C. Research and write an advisory on PF Research and write an advisory on PF – to be accessed by those who use the software.Work LocationHome-basedExpected duration15 May-14 August 2025Duties and ResponsibilitiesUnder the supervision of the Head of GPML, the consultant will work in coordination with other UNODC consultants and staff to provide practical advice and deliverables as follows: I. Develop case studies for the goAML team on the detection of proliferation financing, the successful implementation of PF-targeted financial sanctions, and the integration of OSINT in detection practices PF – while utilising Graph Database functionalities. II. Produce a storyboard and script for goAML e-learning modules. III. Produce an advisory (developed for reporting entities) on proliferation financing, which can be posted on the goAML message board.Qualifications/special skillsAn advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management or other related fields is required. A first-level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognized national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree. A minimum of two (2) years’ professional experience, including research and analysis experience in the area of preventing the financing of terrorism and the proliferation of weapons of mass destruction is required. Experience in delivering technical assistance on UNSC sanctions is required. Experience in developing and delivering technical assistance to public and/or private institutions is required. Experience in project management is desirableLanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required.
