We are privileged to be working with Ngā Papatipu Rūnanga, stakeholders, and our wider community to protect our environment, including water, land, and air through regulation and planning.As a Regional Council we’re responsible for flood protection, public transport, civil defence, and more.Kōrero mō te Tūranga | About the RoleReporting to the General Manager – Regulatory Implementation, the purpose of this role is to lead the functions accountable for the management of Consents Planning and Building Consents Authority, providing leadership advice and operational oversight in the auditing and decision making of resource management consents, building consent applications and associated resource management obligations including provision of advice on policy and plan development.More about the role:As a people leader, this role will provide engaging and dynamic leadership, integrating operational and functional alignment to drive high performance and outcomes that ensure quality services are delivered to our communities in accordance with our values, strategies, ways of working and Long-Term/Annual Plan commitments.

  • Lead operational implementation of Consents Planning and Building Consents Authority service deliverables.
  • Provide and oversee strategic guidance for complex regulatory functions including the implementation of changing legislation in a complex environment with limited resourcing and timeframes.
  • Provide strategic oversight and governance of the Building Consent Authority’s operations, ensuring compliance with regulatory standards.
  • Implement and oversee consenting and compliance responses for building control authority consents.
  • Design, implement, and monitor annual sectional work programmes including shaping and influencing of the regulatory framework and strategic plans for regulatory implementation.
  • Implement and oversee consenting and compliance responses for building control authority consents. This includes ensuring that Environment Canterbury maintains Building Control Authority Accreditation in accordance with regulation 17(3) of the Building (Accreditation of Building Consent Authorities) Regulations 2006.
  • Lead the development of budgets, project, and resource plans, including managing expenditure.

  • Bachelor’s degree qualification (or higher) in a related speciality (e.g. Resource Management, Environmental Planning, Natural Resource Management, Water Science and Management, Civil Engineering, Natural Resources Engineering) that has relevance to the role.
  • At least 10 years’ experience working in the delivery of the Resource Management Act and other associated legislation, preferably within a regional council.
  • A minimum of 5 years of experience and demonstrated knowledge of, and experience in, business and management practices, including operational planning, resource allocation, and coordination of people, projects and resources.
  • At least 5 years’ experience leading and managing large, multifunctional teams, including recruiting, motivating and developing staff.
  • Advanced level of knowledge of NZ Resource Management legislative requirements and rules.
  • Financial management and a proven ability to oversee the management of project activities and budgets including all phases of contract management for the provision of services including risk management, budgets, fiscal plans and forecasting skills.
  • A commitment to and an understanding of te ao Māori, awareness of the evolving obligations under the Treaty of Waitangi, together with experience of applying this in a workplace setting.
