If you feel this role is for you, then please apply.Role: Compliance, Risk and Internal Control ManagerLocation: Dublin / Waterford / HybridReporting to: Head of ComplianceTerms: Permanent full-time (39 hour per week)Salary range: €63,644 – €82,363 (Please note that offers are typically made at the beginning to mid-range of the advertised salary, based on skills and experience)Job Purpose: To oversee, implement and monitor the Compliance/Internal Control, Risk Management, Data Protection and Quality Assurance Frameworks across the organisation in order to achieve good governance and compliance standards and to support the organisation in its vision and mission to reduce homelessness within Ireland. The successful applicant will have experience in compliance, risk, data protection, internal audit and or Quality Assurance and where possible experience within either the Housing, Public or Financial sector. They will possess strong leadership, communication and influencing skills.Compliance

  • Support the implementation of the compliance and internal control framework across all departments in Respond.
  • Support the drafting, implementation and training of Departmental Policies and Procedures in the Compliance Department as well as other operational departments.
  • Research and delivery of focused legislative workshops on current, new, and emerging legislative and regulatory updates in Housing and Respond Supportive Services E.g. Childcare, Homelessness, Day Care and Refugee Resettlement in conjunction with the Executive Head of Compliance and Quality Assurance.
  • Internal audit testing and reporting of adherence to internal control, policies, and procedures across all departments to Senior Management, Respond Sub-Committees and Board.
  • Enhance the dashboard reporting function of compliance with respect to its delivery of Respond’s strategic objectives and those key performance indicators (KPI’s) related to levels of compliance within the organisation.
  • Liaise, support, and engage with Quality and Performance Managers in Housing and Services Departments with respect to compliance matters being solution focussed at all times.
  • Support the Executive Head of Compliance and Quality Assurance with respect to building the Compliance function into an effective and valued unit of Respond.
  • Assist the Head of Compliance and Quality Assurance with the drafting and submission of regulatory returns.

Risk Management

  • Support the implementation of the Risk Management Framework and training across all departments within Respond.
  • Review, co-ordinate and monitor Responds Corporate/Departmental Risk Registers, Risk Appetite Statement and Internal Audit Planning process with all Departmental Risk Owners.
  • Support all departments in the risk incident management reporting system, tracking and resolution process and follow up with all relevant areas of the organization.
  • To align the Risk Management Framework with Respond’s Strategy 2019-2023 to support the achievement of Respond’s Mission, Vision, and Goals.
  • Build upon current internal relationships and to be seen as a Trusted Advisor to the Executive Management Team (EMT) and Operational Departments.
  • Collaborate with other organizations and groups within the housing sector to build understanding of risk management and internal control.
  • Enable innovation through monitoring and reviewing, reporting on all activities to ensure that they are effective and responsive whilst meeting Board/Sub-Committee expectations, Respond Strategy, and regulatory requirements.
  • Develop and support automated reporting systems for risk management, internal control, and risk incident management.
  • Assist the Executive Head of Compliance and Quality Assurance with the compilation and collation of risk reports for Executive Management Team, Finance Risk and Audit Committee and Board.

Data Protection

  • Support the Data Protection & Compliance Analyst in the implementation of the Respond Data Protection Framework across the organisation.
  • Provide guidance and training to all departments within the organization on the implementation of the Data Protection Framework to ensure continued compliance with GDPR (General Data Protection Regulation) and other requirements.
  • Deliver data protection training on the Privacy Engine Platform and individual workshops on specific areas of GDPR compliance e.g., SAR’s, Data Breach, DPIA etc.
  • Continually update the Privacy Engine Data Protection System to satisfy reporting and compliance obligations.
  • Review and implement existing and new Data Protection Policies across the organization.

Quality Assurance

  • Support the implementation of the Improving Quality (IQ) standard Foundation & Progression Levels, ISO 27001, National Framework Quality Standards.
  • Support the Executive Head of Compliance and Quality Assurance in the co-ordination and scheduling of the quality assurance audit.
  • Engage and identify training for Quality Champions.
  • Engage and support all departments in maintaining and embedding quality standards as part of a continuous improvement initiative throughout the organisation.

Person specification:Qualifications:

  • Relevant 3rd level and post-graduate qualification in compliance/regulation, risk management, data protection, business, or related field.
  • 5 to 8 years’ work experience in at least one of the disciplines noted above preferably in the Housing, Regulatory or Public Sectors.

Knowledge/Experience:

  • Good knowledge and experience of the current Compliance, Governance and Regulatory landscape Respond operates in.
  • Legal Research and the capacity to interpret and understand legislation/statutory instruments.
  • Understanding of Risk Management and Internal Control Frameworks and experience in their implementation either as a leader or as part of a team.
  • Understanding of GDPR requirements, its implications and where possible engagement in a data protection project in the past three years.
  • Proven record of project delivery and relationship management, delivering a comprehensive and expanding range of options when faced with diverse issues within an organisation.
  • Developing and successfully managing relationships with peers, management, board, and external stakeholders.
  • Exemplary communication abilities and capacity to relate to people at all levels.
  • Excellent influencing with strong verbal and written communication skills.
  • Excellent organisational and planning skills.
  • Good report writing skills, multi-tasking, and attention to detail.
  • Established leadership skills with the ability to inspire change, motivate and stakeholders at all levels and to deliver consistent success.
  • Ability to manage and analyse data to drive effective decisions, improve efficiencies and processes.
  • Proven ability to handle volatile and challenging situations.
  • Strong proficiency and technical ability in MS Office Suite (Word, Excel, PowerPoint), Risk Management Systems, DMS’s, Cloud Computing Repositories and other bespoke IT systems an advantage.
  • Ability to interpret legislation, review commercial/supplier SLA’s or Licence Agreement.
