  • Enterprise-Wide Growth Leadership
  • Orchestrate cross-functional growth projects-greenfield, brownfield, debottlenecking- spanning E&P assets, pipelines, terminals, refining, petrochemicals, power, hydrogen and carbon-capture ventures (non-exhaustive list)
  • Structure and optimize multi-billion-dollar investments to maximize net present value and strategic fit.
  • Commercial Structuring & Negotiation
  • Advise on negotiations for feedstock / offtake contracts, PSAs, PPAs, JVs, JDAs, MOUs and project-financing terms.
  • Secure optimal pricing, risk allocation and equity returns in line with corporate thresholds.
  • Commercial support for M&A transactions
  • Stakeholder Management & Governance
  • Liaise regularly with Treasury (funding strategy and capital allocation), Legal (contracting), PMO (development plan), Market Intelligence (market outlook) and Portfolio Management (interplay with existing assets) to ensure aligned decision-making.
  • Present investment cases to executive management, ministries, JV partners and lenders, gaining consensus on key value drivers.
  • Opportunity Origination to FID
  • Identify value chain gaps and optimization levers, create integrated business cases, and drive them from concept through FEED, commercial close and final investment decision.
  • Partner closely with technical, finance, legal and sustainability teams to balance economics, execution and ESG objectives.
  • Analyse Complex Techno-Commercial Information to Drive Decision Making
  • Ensure all relevant technical and commercial inputs are validated to drive decision making
  • Work with Market Intelligence function with a growth focus to provide timely insights on competitive positioning, technology trends, policy shifts and geo-political drivers across hydrocarbons and new-energy markets
  • Convert external intelligence into actionable strategies that strengthen OQ’s integrated value chain.
  • Understanding sophisticated financial and economic models (NPV, IRR, payback, sensitivity, Monte-Carlo) for projects and transactions across the full energy value chain
  • Translate modelling outputs into crisp, board-ready presentations, investment memoranda and valuation dashboards.

The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.Main tasks and responsibilitiesGeneral:

  • Drive Growth Projects: Lead cross-functional initiatives-greenfield, brownfield, debottlenecks-unlocking multi-billion-dollar value across the energy chain.
  • Help Set and then implement Growth Strategy: Shape and champion OQ’s Growth roadmap working closely with other functions such as Corporate Strategy and Portfolio Management and then lead commercially to implement Growth strategy, securing buy-in from BD leaders, Chiefs, CEO, Board and key external partners.
  • Own Project Management: Act as the go-to commercial partner, steering strategic projects in line with corporate vision and mission.
  • Spot Integration Plays: Identify and progress opportunities that link upstream feedstock with refining, petrochemicals, renewables and new-energy markets.
  • Deliver Sharp Market Analysis: Monitor internal/external trends; provide clear SWOT, PESTLE and Porter’s Five Forces insights to guide decisions.
  • Master the Numbers: Understanding of economics – NPV/IRR models, sensitivities, valuations-and turn them into clear, board-ready presentations that drive confident investment decisions.

Development of new Business AreasProviding guidance, insights and analysis, for the development of new business areas including the mapping of OQ’s competitive landscape, taking in consideration previous experience while keeping close track of developments in the industry via external sources (trade bodies, consultants, geo-politics, mega trends etc.)Commercial NegotiationsConduct commercial negotiations as per department mandate (e.g. renewal of existing key long-term contracts, new commercially material contracts on assets and new projects), negotiate key commercial terms with various third parties on strategic projects (feedstock pricing with ministry, equity / returns / configurations with JV partners, Offtake Agreements, Joint Development Agreements, MOUs etc.), in line with department’s mandateIdentification of growth opportunities / shortfalls

  • Guide and provide insights for the identification of growth opportunities / shortfalls in business and take business lead to progress initiatives from ideas to FID, focusing on commercial and economic aspects of project, and work closely with technical/engineering colleagues within the business on project development.
  • responsible for the identification and development of new business areas for the petrochemicals and refinery value chain:
  • Identify, analyse, select key end-markets for value chain development, including greenfield & brownfield projects (e.g., debottlenecks, M&A)
  • Provide thoughts, insights for the initiation to development of commercial projects relating to decarbonization and circular economy, including negotiations with potential feedstock suppliers, off-takers, technology providers
  • Guide on the development of new business ideas from concept and own it all the way to FID / Completion, including in-house feasibility studies as well as with the support of external consultants and advisors
  • Liaise with Portfolio Management function to ensure growth opportunities linked to existing assets are developed in a coordinated manner
  • Liaise closely with Treasury and team to ensure appropriate funding is arranged for projects, as well as guidelines and economic return thresholds are met
  • Provide guidance and leadership on execution of growth projects in areas of petrochemicals (steam cracker, poly olefins, C1 chain, green chemicals, recycling etc.), and generate ideas on maximizing value from refining assets
  • Conduct industry analysis, including impact of megatrends and develop detailed strategic options for growth
  • Guide the development and maintenance of project models

Reports, Presentations & KPIs

  • Manage the preparation of high impact presentations / analysis for senior stakeholders, including for CEO and the Board
  • Ensure alignment of growth strategy with corporate strategy & align functional activities to reach corporate strategic goals
  • Responsible for the mapping process for competitive landscape; monitor relevant key indicators & develop tools to value competitive advantages
  • Support the BoD and Senior Executives (ELT) on business Development special tasks (e.g., management updates, project pipeline tracking)

Stakeholder relationship

  • Main point of business contact for external Joint Venture partners on on-going and future projects.
  • Act as representative of OQ on major existing and new projects (project size ranging from several billion $ (up to 5 billion estimated)
  • Act as Business influencer for OQ by Impacting key stakeholders on key aspects of projects and transactions related with commercial aspects of Business development
  • Provide thought and guidance to the Business and the team on management engagements, project pipeline tracking etc.

Development

  • Mentor and professional develop graduates / early career team members within business development team (these may not be direct reports but part of a shared pool, and may report to this role on specific projects and initiatives)
  • Provide Guidance multi-departmental teams on transactions and studies such as feasibility studies.

  • Bachelor’s degree in business / engineering (required)
  • Postgraduate degree in Engineering or MBA or CFA (preferred)

Language requirementsExcellent knowledge of written, read, and spoken English (required), Arabic (desirable)Background and experienceCompetencies and skills

  • A minimum of 10-12 years of relevant experience in similar role for global Oil & Gas, Energy, Renewables or Chemicals industry
  • 7+ years techno-commercial leadership on large-scale energy investments- for example gas processing, steam crackers, refining, LNG, hydrogen, methanol, ammonia CCUS and related facilities-covering greenfield builds, brownfield debottlenecks, and M&A commercial evaluations.
  • Solid project development experience (+7 years) within IOCs/NOCs, or in advisory / consulting role
  • Proven new-technology champion-turning emerging ideas (green hydrogen, renewable fuels, advanced recycling, bio-chemicals, carbon capture) into bankable projects with robust techno-commercial aspects.
  • Holistic energy-chain insight spanning upstream resource development, mid-stream logistics, downstream refining & petrochemicals, power, renewables and low-carbon solutions, with a record of optimising cross-value-chain synergies.
  • Hands-on technology screening & selection-evaluating licensors, negotiating technical/commercial terms, and guiding technology deployment across oil, gas, chemicals and new-energy assets
