Please direct any accommodation requests to our recruitment team.Primary functionClinic and Programs Advisors (CAPA) are primarily responsible for the oversight and support of entity service providers (ESPs) across the Province, including, 71 clinics, 1 Indigenous Legal Service Organization (ILSO). ESPs also include 8 Student Legal Service Organizations (SLSOs) which this position will specifically be responsible for. CAPAs support the success of the Clinic Law Services Division by ensuring strategic and business plans are met by engaging with entity service providers, and creating a culture of collaboration and innovation that engages ESPs. While reporting directly to the Business Manager, you will also work closely with the Director and Vice President and other Senior Executives.Home Location: Provincial Office – Toronto
Other Locations: Travel to clinics across the province may be requiredReporting to: Manager, Business ServicesKey accountabilities

  • Each Clinic and Programs Advisor (CAPA) has oversight of an entity service provider portfolio of approximately $30M. including responsibility for evaluating annual service proposals, service agreements and performance against the agreements for their assigned entities.
  • Accountable for evaluation and risk assessments of ESPs, and establishing risk mitigation plans for high risk entities. Assessment and plans need to be developed on collaboration with clinics management and board of directors.
  • Consult and support ESP management and Boards on a range of matters including financial procedures, human resource management, board structure and governance, business and strategic plans.
  • Provide timely responses to inquiries and informed support to the staff, board and Deans of ESPs, on various matters.
  • Review and analyze reports and information (including statistical) provided by ESPs and report on them to the Director and Business Manager; identify issues and risks, as appropriate.
  • Collaborate with key divisions of LAO to keep them updated on process changes and the delivery of services by ESPs, to ensure a culture of knowledge sharing and collaboration between LAO and ESPs.
  • Monitor the communication between LAO and ESP’s to make sure that ESP’s are receiving the information they need, to improve client and stakeholder satisfaction
  • Engage in consultations with ESP’s and stakeholders and provide input into the establishment of the services and supports to be delivered in the Province. Supporting public and closed consultations on policies, directives and service proposals.
  • Preparing reports for LAO senior management regarding various ESP issues on an individual and system-wide basis (i.e. governance, service delivery, staffing issues, etc.)
  • Providing project management support for CLSD initiatives
  • Support LAO initiatives such as Aboriginal Justice Strategy, French Language Services and the Racialized Communities Strategy regarding clinics
  • Participate in business planning and operational planning with the CLSD management team
  • Some travel will be required to attend clinic locations as needed. Attendance to meetings in evenings and weekends will be required as needed. (Community legal clinics have volunteer boards who meet in evenings and weekends.)

Required skills & experience

  • Undergraduate degree or equivalent in business administration, finance, or similar.
  • Knowledge of the Legal Aid Services Act (LASA, 2020), including Legal Aid service Rules, Part 4, and policies
  • Understanding of Legal Aid Ontario’s (LAO) mandate, service delivery models, modernization objectives, policies and processes
  • Extensive knowledge of entity service providers, including the community legal clinic system and student legal services organizations
  • Experience and understanding of project management methodologies
  • Knowledge of data management and statistical reporting
  • Experience with not-for-profit governance and risk management practices
  • Handling highly sensitive and confidential information
  • Ability to work on multiple initiatives while remaining flexible
  • Aptitude in creative problem-solving, supportive team player and professionalism
  • Lead and facilitate various meetings on behalf of the division
  • Excellent oral and written communication skills
  • Experience in consultation, planning and policy development in a diverse, demanding environment

Assets

  • French Language Skills are considered and asset
  • Experience working in a community legal clinic or SLSO is an asset
