You are encouraged to access GOT-IT on the Career Mobility website (careermobilityoffice.cs.ny.gov/cmo) to determine transfer eligibility.Duties Description The incumbent will report to the Director Financial Administration 4 within the Administration and Finance department, Budget and Fiscal unit.
Duties will include, but are not limited to the following:

  • Development, coordination, preparation, and implementation of the DHSES budget request based on agency priorities, Division of Budget (DOB) guidelines, State Finance Law, agency program and policy needs, and related Federal requirements.
  • Develop appropriation and cash spending plans for all Division programs and funding sources.
  • Advise executive staff, program directors, and managers on all budgetary issues to facilitate short/long term fiscal planning.
  • Secure funding for emergency preparedness priorities.
  • Analyze budget proposals and staff recommendations to identify the best use of fiscal resources.
  • Assist in the management of federal funds including Homeland Security Grant and Disaster Assistance programs.
  • Prepare ad hoc and annual budget presentation(s), reports, estimates, cost projections, briefings, and related documents.
  • Oversee budgeting and monitoring of agency operations, including utilization of administrative funds, fringe benefit and time distribution charge backs.
  • Serve as primary DHSES contact for budget issues associated with the Statewide Financial System (SFS).
  • Supervise Budget Analysis Unit staff.
  • Assist with fiscal work during emergency response, including working in the State Emergency Operations Center.

Expected salary: $100845 – 127474 per year
