Information Technology Services Centre
(Post Ref.: 25/130)ResponsibilitiesReporting to the CIO & University Librarian, the Associate Director (Application Development) for the Information Technology Services Centre (ITSC) will lead the strategic development, design, implementation, and maintenance of enterprise-level applications and software solutions critical to the university’s academic, administrative, and research operations. This role demands a visionary leader with robust technical expertise, exceptional management skills, strong leadership skills and a passion for leveraging technology to address institutional challenges. The successful candidate will oversee a team of developers, collaborate with cross-functional stakeholders, and ensure the delivery of secure, scalable, and user-centric applications aligned with Lingnan’s institutional goals. The appointee is required to deliver the following key responsibilities:1. Application Development Leadership:

  • Lead and manage the ITSC’s application development team of over 16 developers, ensuring delivery of secure, scalable, and user-centric software solutions
  • Oversee the full software development lifecycle, including requirements analysis, design, coding, testing, deployment, and post-launch support
  • Steer the migration to a new Enterprise Resources Planning (ERP) system including planning for data migration, system integration with existing ERP and other internal systems, stakeholder engagement, vendor management, testing, and implementation while ensuring smooth operation of the university during migration
  • Lead initiatives related to digital transformation, process automation, and integration with existing systems, fostering innovation across the University
  • Drive the adoption of best practices in software development, including Agile methodologies, DevOps, and continuous integration/continuous deployment (CI/CD)

2. Strategic Planning:

  • Support the CIO & University Librarian to develop and execute a technology roadmap that aligns with Lingnan’s strategic goals
  • Identify and integrate emerging technologies (e.g. cloud computing, AI and data analytics) to optimize university operations and user experiences

3. Stakeholder Engagement:

  • Collaborate with academic faculties, administrative units, research staff and other stakeholders to understand their needs and deliver tailored IT solutions
  • Build strong partnerships with vendors, external developers, and industry experts to ensure successful project outcomes

4. Project and Resource Management:

  • Develop and manage budgets and resource allocations for application development projects
  • Lead multiple high-priority projects, ensuring timely delivery within budget and alignment with quality standards
  • Proactively identify risks, resolve bottlenecks, and communicate progress to stakeholders

5. Team Development:

  • Mentor and inspire the ITSC application development team, fostering a culture of collaboration, innovation, and continuous improvement
  • Conduct performance reviews, set professional development goals, and provide constructive feedback

6. Compliance and Security:

  • Ensure all applications comply with university policies, data privacy regulations (e.g. PDPO, GDPR and PIPL), and cybersecurity best practices
  • Implement robust security measures to safeguard sensitive university and user data

7. Perform any other duties as requested by supervisor(s)Requirements

  • A recognized degree in Computer Science, Information Technology, or a related discipline
  • At least 15 years of experience in software development, with at least 5 years in a leadership role overseeing application development or similar functions
  • Proven track record in successfully leading large-scale IT projects from conception to implementation, preferably in an academic or research environment
  • Experience in ERP migration is highly desirable
  • Expertise in enterprise systems (e.g. ERP, LMS and CRM), Agile/Scrum methodologies, DevOps practices, and modern programming languages (e.g. Java, Python and .NET)
  • Proficiency in database systems (SQL and Oracle), web technologies (HTML5 and JavaScript frameworks), cloud platforms (AWS and Azure) and API development
  • Excellent leadership, interpersonal and communication skills with strong ability to engage diverse stakeholders
  • Outstanding project management skills, with a track record of delivering complex projects on time and within budget
  • Certifications such as PMP, Scrum Master, or ITIL, and knowledge of AI, machine learning, or data analytics tools is preferred
