- Develop and monitor operations-related agency spending plans.
- Serve as a liaison with appropriate oversight agencies to address agency operations needs within State and Federal guidelines as appropriate.
- Engage program staff Statewide to assess needs and requests within the context of the agency spending plan.
- Monitor financial and operations processes including purchasing, facility-related activity, and fleet management to ensure consistency with agency spending projections and compliance with State guidelines.
- Review appropriate statistical information in an effort to develop operations-related and budget recommendations.
- Create and update spending reports for senior managers and external entities.
- Supervise staff and provide direction on policies and procedures.
- Develop and implement policies and procedures to govern allocation of agency resources in conjunction with the Deputy Director of Administration.
- Conduct and summarize resource allocation analyses and make recommendations based on results
- Contribute to ongoing coordination and collaboration with the IT Liaison’s office to ensure timely and thoughtful delivery of IT-related services in all agency offices Statewide which includes phones, computers, and other IT equipment/services.
- Oversee the Medicaid reimbursement program as well as complete quarterly and annual reports as required.
- Oversee annual Internal Controls exercises related to budget and finance activities.
- Contribute to SFS role and employee data management under the direction of the Agency Security Administrator.
- Utilize the Statewide Financial System for Budget Transfers, Interchanges, as well as allocating and monitoring funds and activities, tracking grant dollars, and reporting on disbursements.
- Develop policies and business process improvement recommendations for management and agency leadership.
- Respond to inquiries from Division of Human Rights Management, DOB and other control agencies as required.
- Provide necessary training and direction to staff on specific assignments.
- Oversee internal agency travel audit process as necessary.
- Participate in regular agency meetings to discuss delivery of administrative services including the delivery of procured commodities and services, agency contracts, and other topics.
- Develop and maintain a working knowledge of business office processes including general purchasing, credit card administration, accounts payable, and other functions.
- Reviews request to establish new positions, fill vacant positions and change the allocation of existing positions and makes written recommendations based on need and availability of funds. Prepares pertinent personal service item segregations.
- May review and recommend approval or disapproval of purchase requests in assigned fields depending on the propriety of need, justification and availability of funds.
