Job description: Participatory Village Development Programme (PVDP) a local Non-Government Organization based in Mirpurkhas Sindh, seeks to appoint an auditor to audit its financial statements / for its project audit. The project was supported by Action Medeor BMZ. Action Medeor is a Germany-based humanitarian organization, providing humanitarian assistance worldwide for the last 60 years. It supports people who have fallen victim to natural disasters, war, and displacement and who are not able to cope on their own in the emergency situation they find themselves in. Action Medeor provided support to flood affected communities in District Mirpurkhas Sindh. The detail of the project is given below.About the project Action Medeor BMZ:In Nov 2023, after completing a Year emergency flood response project in the most flood affected areas of District Mirpurkhas. PVDP planned a follow up project in other affected areas of Tehsil Jhaluri of Mirpurkhas District. The project was officially started from 1st Dec 2023 and has been completed on 31st Dec, 2024 with 2 months extension granted from 1st Mar, 2025 to 30th April 2025.About the project Action Medeor ADH:PVDP implemented a project in other affected areas of Roshanabad, Juddu of Mirpurkhas District. • In arriving at their opinion, they are required to consider the following matters and to report on them accordingly:

• whether proper accounting records have been kept by the project holder

• whether the project holder’s financial statement is in agreement with the accounting records and returns
• Expenditure which exceeds the budget appropriations by more than 30% shall be explained separately, if the approval of the BMZ has not previously been obtained.
• whether funds from Action Medeor BMZ were utilized in compliance with the purpose of the funds.
• whether the auditors have obtained all the information and explanations which they consider necessary for the purpose of their audit.
• Whether the assistance was provided to the targeted populations in a timely manner and dignified way.
• Verifying the cost-effectiveness of expenditures with regards to financial resources (to be used economically and as effectively as possible).
• Verifying that all agreements fundamental to the project are being adhered to (contracts, BMZ funding requirements)

Requirements at end of the assignment:

• Auditor’s report/opinion including a compliance statement in respect of the earmarking of Action Medeor BMZ funds
• Audited financial statement of the project under consideration (balance sheet, income and expenditure account of the project holder, if relevant in the given context of the project, receipt and payment account/cash flow statement of the project including opening and closing balances of earmarked funds and a plan-actual comparison/variance report with the approved budget)

• Management Letter (mandatory)
• Notes to the accounts (if relevant in the given context of the project)
