Responsible for calculating active member buyback costings and payments, terminated members pension benefit entitlements and options and transfer-out values. Ensures effective administration of pension plan enrolment for the UOPP and the APTPUO pension plans in accordance with the Pension Plan texts, collective agreements, administrative policies and related legislation and regulations. Provides information to plan members about their rights and responsibilities with respect to the pension plan and responds to inquiries or complaints. Processes and analyses the semi-monthly payroll integration, year-end validations, and prepares information for the financial statements for approval by the Pension Plans Manager and for wider use by other members of the pension team in their functions. Supports various projects, initiatives, and daily and annual activities of the pension sector by ensuring that the necessary information, materials, logistical details and records are accurate and timely. Provides a high level of customer service with diplomacy, compassion, tact, efficiency and flexibility in order to better serve the needs of a challenging clientele.In this role, your responsibilities will include:Pension Plan Administrative system (payroll integrations and active members’ information):

  • Responsible of the pension system date integrity and accuracy. Establishes guidelines and processes to ensure timely updates and accuracy. Validates and processes regular semi-monthly integrations, individual or mass retroactive salary integrations pertaining to position reclassification or collective agreement renewals.
  • Controls data accuracy between the payroll and the Pension administration system and against employee files by performing various audits, reconciliations, and quality control checks to detect any anomalies that may result in financial repercussions for members, the pension plans and/or the credibility of the University. Identifies irregularities, technical issues, systemic problems and addresses or escalates issues by working in close collaboration with the Payroll department, Senior pension specialist and the Pension Analyst.

Pension Plan Administration – Enrolment, Terminations, Pension buybacks and transfer-outs:

  • Calculates and provides to members termination pension benefit entitlements that may contain complex mathematical calculations (buyback, death, divorce, transfer, etc.) in accordance with the Pension Plan text, Pension Regulations, and Tax Legislation. Reconciles data against employee files to ensure accuracy, and shares information with pension team members for wider use in other functions.
  • Determines eligibility and calculates previous and current service buyback cost per the Pension Plan Text using the Pension management system and Excel tools. Ensures appropriate communication to members in terms of recognized service, pension entitlement, payment options and tax implications to allow them to make an informed decision. Coordinates the decision-making and payment processes with the member, the payroll sector, the Canada Revenue Agency (filing of the past service pension adjustment) and data entry into the pension system.
  • Processes transfer-out requests from former employees or from the new Pension Plan Administrators per the Reciprocal agreements in force or the general portability provisions. Ensures proper communication to members pertaining to the pension service history, the pension benefits entitlement or the transfer value and tax implications. Obtains decision from the former members and the new Plan administrator as well as the applicable forms required for payments processing.

Administer enrolment:

  • Confirms and processes employee’s enrolment. Communicates the University of Ottawa Pension Plan eligibility requirements to employees and administers plan membership in accordance with the Pension Plan text, internal policies, collective agreements, and related legislation and regulations. Identifies non-compliance issues and follows up as required.

What you will bring:

  • Knowledge and experience relating to defined benefit pension plans and defined contribution pension plans, human resources administration, group benefits administration, finance or related fields acquired through postsecondary education (college or university degree) or equivalent experience.
  • Accreditations in Pension Plan Administration Certificate (PPAC), Certified Employee Benefit Specialist (CEBS) or other related Human Resource certifications will be considered an asset.
  • 2 to 3 years’ experience in the administration of pension benefits and in performing related financial activities.
  • Experience in the application of laws and regulations governing pension plans in Ontario (e.g. Canada Revenue Agency, Pension Benefits Act of Ontario, Family Law, etc.), regulations and policies of the University as well as the administration of collective agreements.
  • Experience giving small-group presentations.
  • Experience in using integrated human resource computer systems and software programs such as spreadsheets and databases.
  • Strong communication, interpersonal, analytical and problem-solving skills.
  • Excellent attention to detail, effective time management skills and sound organizational skills
  • Initiative, autonomy, excellent judgment; self-starting and self-motivated; flexibility and adaptability.
  • Ability to organize while multitasking with strict legislated deadlines.
  • Tact, diplomacy, respect for confidentiality and ability to maintain proactive and effective service orientation and awareness of and sensitivity to diversity.
  • Bilingualism – French and English (spoken and written).
