Job description: The NTPF is a corporate body with functions and responsibilities as set out under Statutory Instrument 179 – National Treatment Purchase Fund (Establishment) Order, 2004 and the Nursing Homes Support Scheme Act (2009).Its key functions are:

  • Arranging for the provision of hospital treatment to classes of persons determined by the Minister.
  • Collecting, collating and validating information on persons waiting for public hospital treatment.
  • Agreeing pricing arrangements with private & voluntary nursing homes under the Nursing Homes Support Scheme.
  • Furnishing advice to the Minister for Health on related issues.
  • Performing any other function assigned by the Minister for Health, since July 2012 this includes responsibility for the publication of outpatient waiting lists.

In carrying out its functions, the NTPF works closely with the Department of Health, the HSE, acute public hospitals and private nursing homes across the health system.The RoleThe role of the Administration Officer is to support their designated team by providing effective and efficient administrative support, and to actively contribute to the work of the team in delivering on its functions and roles.Candidates are requested to review the below Departments and outline in their application explicably the Department for which they wish to be considered. Following a shortlisting and interview process the successful candidates will then be panelled based on merit to their preferred Department.Waiting List, Governance, and Reform (WLGR)The Waiting List Reform function leads the NTPF’s work in developing and maintaining processes and operational systems in respect of waiting list management both within the organisation, and across the health system.– Audit and Quality Assurance (AQA)The AQA Team supports the organisation to “collect, collate and validate hospital waiting list data” through the delivery of audit programmes to provide an objective, independent and evidence-based assessment of how effectively hospitals are managing their waiting lists to ensure that waiting list data submissions to the NTPF are in compliance with reporting requirements.– ValidationThe national validation function works closely with the HSE, Health Regions and individual hospitals to provide a national administrative validation process for patients on hospital waiting lists. Administrative validation is a process whereby patients on waiting lists are contacted to confirm if they are ready, willing, and available to proceed with hospital care. The NTPF manages a process through which patients are sent letters on behalf of hospitals asking if they still require an appointment.– Waiting List Reform (WLR)WLR leads the NTPF’s work in developing and maintaining operational processes and systems in respect of waiting list management both within the NTPF, and in the wider health system nationally. Improving these processes and systems will lead to better quality patient information, improved governance and national standards, operational efficiencies, and equity of access.Essential requirements for WLGR:Ability to travel nationally (in certain circumstance this could involve multiple overnight stays).CommissioningThe Commissioning Department is responsible for the arrangement of hospital treatment for persons on public waiting lists. The Department takes an agile approach to this by utilising private capacity through a Panel of Private Hospital Providers and providing funding to public hospitals to treat additional patients in-house. The Department funds treatment for patients on the Outpatient Waiting List through the provision of full packages of care and for patients on the Inpatient Day Case Waiting List through a list of procedures.Corporate ServicesThe Corporate Services Team provides support to the organisation by ensuring that corporate operations, structures, processes and systems are in place to support the work of the organisation. Subunits included here are HR, Governance, Procurement and Facilities.FinanceThe Finance Department is responsible for managing and providing oversight and assurance to the NTPF with regard to the organisation’s financial operations and all activity pertaining to the management of the finance function within the NTPF. The finance department is responsible for accounts payable, payroll, decision support to the organisation and production of financial reporting i.e. revenue returns, etc.Nursing Home Support Scheme (Fair Deal)The National Treatment Purchase Fund Board (NTPF) is the designated body to agree maximum prices with private and voluntary nursing homes for the purpose of the Nursing Homes Support Scheme (NHSS). This specific remit within the Nursing Homes Support Scheme (“NHSS”) negotiates contracts with private and voluntary nursing homes on behalf of the State.As part of this function, the NTPF enters into pricing agreements with HIQA registered nursing homes to record the maximum price(s) that have been negotiated. The NTPF in turn provides the HSE with the details of pricing agreements with individual nursing homes to be listed as ‘approved nursing homes’ under the Scheme.ICTThe ICT Team supports the collection, collation and reporting of hospital waiting list numbers. It ensures the availability, security and confidentiality of the ICT systems. It also develops applications and systems to support NTPF work.Administration Officer Principal Duties and Responsibilities

  • Contribute as part of a high-functioning team, with parallel initiatives and competing priorities.
  • Compile, analyse and report on information relating to activities, outcomes and key issues arising from this role.
  • Contribute to NTPF activities and working to ensure these activities represent value for money and are carried out in a fair, transparent, effective and efficient manner.
  • Participate in the development and delivery of training and development programmes.
  • Engagement and communication with stakeholders across the health service including Department of Health, HSE, Health Regions, Hospitals, nursing homes and suppliers.
  • Ensure effective day-to-day administrative support to the assigned Department including:

– organising and attending meetings– organising logistics and travel arrangements– monitoring unit emails– calendar and diary management– document management, version control and quality checks.

  • Maintain confidentiality and a high level of professionalism at all times.
  • Provide cover for other team administrators in their absence.
  • Any other role or responsibility which may be assigned by the NTPF.

Note: The functions and responsibilities assigned to this position are based on the current requirements of the NTPF. These requirements may change in line with changes in the roles, objectives or business requirements of the organisation up to and including transfer to other business units.
