Job description: Position DescriptionApplications are invited for the position of Access to Information on the Environment (AIE) Regulations Officer, ESB. Under European Communities Regulations members of the public are entitled to request access to information on the environment that is held by public bodies including ESB. The Office of the Commissioner of Environmental Information (OCEI) regulates this area. The AIE Regulations Officer has primary responsibility for ensuring ESB meets its obligations under the Regulations and provides high quality, considered responses in a timely manner.Key ResponsibilitiesManage and co-ordinate the processing of requests and appeals received under the AIE RegulationsMaintain relationships with business decision makers – co-ordinate and advise on their responsesEnsure that high quality, robust responses are drafted and submitted within the statutory timeframesLiaise with ESB’s Legal department as necessary on requests, internal reviews and appealsMaintain robust record management and procedures to meet ESB’s statutory obligationsPromote internal awareness, understanding of and training on ESB’s AIE obligationsManage ESB Group’s relationship with the OCEILiaise with other FOI bodies, including ESB Networks DAC, on related AIE requests receivedProduce annual statistics on management of AIE requestsAdditional responsibilities as may be allocated to support ESB’s broader sustainability programmeExperience and QualificationsEssentialMinimum 5 years’ experience in a regulated environment, public body or a governance roleA third level qualification or equivalent work experienceStrong organisational, communication, and analytical skillsAbility to set own high standards of performance, deliver desired results and meet deadlinesPrevious experience in a similar role or in handling regulatory compliance and information requestsStrong drafting skills / experience of preparing submissions in connection with laws /regulationsProven track record of working collaboratively and establishing good working relationships across multiple functions and business areasDesirableIdeally the candidate will have existing AIE/FOI compliance experience in a public bodyKnowledge and understanding of AIE and/or other relevant legislation e.g. FOI, Data ProtectionAn environmental qualification is desirableLocationThis position will be based in ESB Head Office, 27 Lower Fitzwilliam Street, Dublin 2.ESB is committed to smart working – combining digital tools with a culture of trust and empowerment to enable flexible ways of working. The successful candidate may work flexibly within their jurisdiction with attendance at the workplace for in-person collaboration on at least one anchor day per week.
